This is a large scale settlement

provisionally agreed upon by the Governor and

the General in Hong Kong, and having regard to

our experience of the methods of the military

in that Colony it is worth close examination

here, in order to ensure as far as possible

that the Colonial Government does not lay

itself open to be stung once more.

(1). Sham Shui Po. It is not

expected that this site will be evacuated by

the military for another four years at least,

and by then the claim of the Colonial Govern-

ment for rent at $125,000 a year will amount

to $1,000,000. It is proposed to set off this

sum against expenditure up to a maximum of

$975,000 which the War Department will

undertake in respect of anti-malarial works

in their new barracks site at Kau Lung Tsai,
